I have reported on this subject some time ago.  The use of metric has been
legal in Burma (Myanmar) since 1920.  Three systems of measures are in use:
Burmese, imperial, and metric.  Travellers have reported metric speed limit
and distance signs on the road from Rangoon to its airport.

I was unable to find the legal situation in Liberia.  However, the
government seems to still function is inch/pound while commerce is largely
metric due to trade with surrounding countries.
