This is a analysis that I need to put some real thought into. You are 
certainly correct that we have two fixed standards, one of which is defined 
in terms of the other.

However, I still see a problem with fraud if the government "decertifies" 
units that have been long used as "legal for trade" units. That is not the 
case with "supersize" or "two scoops."
