The difficulty, Jim, is how to explain the backpedaling that continues to take place in 'metric' countries, like Canada, due exactly to the influence of your powerhouse! We used to enjoy near unanimity here with regards to mL, for instance, the oz was practically defunct here, and now it's back with furious force, so much so, that one cannot see ONE instance of mL in site outside of the *regulated* market, like in grocery stores.
Besides, how to explain what happened to the DOT's, for instance? (among other possible examples) I probably wouldn't go as far as saying that 'no progress at all' is taking place, but that it's highly debatable whether the speed of *metrication* is positive or negative!
