John, Take your suggestion to the NCTM while the NCTM is focused on using data from the Olympics to build exercises in measurements for K-12 students. There would be more probable recognition of a certification based directly on knowledge of the Federal Register Notice of 1998, or on NIST SP 330 and SP 811 which have higher status as official guides on SI than private sector documents such as IEEE/ASTM-SI 10, or USMA publications. NCTM would probably want to write its own examination for certification and, hopefully, would base it faithfully on the FR, and NIST SPs. States, and local school districts might then require it, or ignore it. National expectation of certification would require an expensive sales campaign. Persuading the general public to prefer SI would probably have to be accomplished first. Gene.
