Certification of teachers is done independently by each State, as a matter
of law, not by the NCTM.

However, if the directors of the NCTM are persuaded by Sandy or by any
other person(s) that "NCTM certification" of teachers' knowledge of SI
is desirable, the NCTM would probably rely on its own members to write
criteria or examinations for "NCTM certification", hopefully, based on
the Federal Register Notice of 1998 and on NIST SP 330, 2001.

Required "NCTM certification" by as many of the fifty States as possible
would be additional hurdles.

Note that some States do not even accept all the NCWM "Uniform Laws and
Regulations" on Packaging and Labeling, which certainly have greater legal
standing nationally than teacher certifications.
