Both, actually. 

Louis's book (in French) will probably be available here in the U.S. in
a month or so. A translation into English may follow later. Louis has
posted links to the exerpts on this list and they are very appealing;
even I can make out the gist of what's being said -- for the most part,
anyway. I plan to use his book as my "workbook" to learn a bit of French
this year since there's nothing like a favorite subject to keep the
student diligent!

As for the other tidal wave, let's support matters here by writing to
state weights and measures officers in states that have not adopted the
UPLR metric-only permissive" amendment and also federal representatives
for a revision to the FPLA. That can include sending letters to
government agencies and asking for support, by the way. Heck, we can
even write to our favorite corporations and ask them to join in. Costs
you 34 cents to cast a ballot until the end of June then it goes up to
37 cents.
