My friend said today that a milk powder tin he bought
contained powder only to 3/4 the height of the tin and
the remaining 1/4 was empty.

Seems the company has designed in such a way that the
tin looks bigger, so that the customer will buy it
without reading the mass.  

As long as the mass given confirm to the actual mass
of the powder,  the company will not have any problem.

But the guy who buys it without reading the label is
sure to be fooled.  Just a short term marketing
tactic.
