Myanmar (then Burma) legalized metric for all purposes in 1920.  Travellers
report the signs between Rangoon and its airport use kiolometres.  There is
also a Burmese system of measures.

I have not been able to find the legal situation in Liberia.  I have the
impression that external commerce is largely metric, while the government
is still using U.S. customary measures.
