I did give a method of posting without registering in my original post. 
It is:

"Note, you CAN submit comments without registering.  On the 'Surface
Transportation Reauthorization' page, click on 'Everyone Else's
Comments' and then at the top of the page 'ES Submit'.  You may either
register there or submit an unregistered comment from that page.  It is
'docket' number 12170."

Challenges are with us every day.  One potential angle is a safety
aspect of having consistant signage in light of NAFTA, as not all of
those drivers are/will be from the USA.
