There is no vote necessary to set up an alt.* group. However, alt.*
groups will need the individual manual confirmation of thousands of
local news server administrators, therefore alt.* groups tend to be
created far slower and also tend to be far less widely available then
Big8 groups. The existance of an alt.* group might or might not in the
future also be counted as an argument against a new Big8 group.

If we try misc.metric-system again, we should make sure first that we
have in the order to 100 people on various related mailing lists that
will vote for YES. There are always 20-30 NO votes from people who
routinely vote NO on almost every proposal, so we need at least 130 YES
votes to get through.
