Regarding Idaho and highway construction in SI measurements, I spend a couple of months a year in the state and read the so-called major newspaper (it's pretty lightweight). Idaho is perhaps the most conservative state in the country, and very likely not at all receptive to progressive stuff like SI. It seems that conservative policies seep down from the top throughout the bureaucracy there.
