One of the SI approved *submultiples* of the meter is the millimeter. All SI multiples and submultiples of SI units are approved parts of the SI even though each of them is not an SI unit apart from its root SI unit. On the other hand, a contract could specify: "Use millimeters for all statements of length." That restriction would exclude use of the meter, centimeter, etc. for that particular contract.
