As you probably know....
Most countries of the world use metric units for short horizontal
distances such as visibility and runway dimensions. Most also use metric
units for some vertical measures such as precipitation (rain, snow).

Vertical measures such as altitudes and vertical speeds are non-metric
in most of the world. Similarly, longer horizontal distances and
horizontal speeds are non-metric in most of the world. These are only
metric in eastern Europe and China as far as I know. Unfortunately, I do
not know their rules of thumb.
