    Tractive effort is a force.  The unit is newton.
    Buff strength has the same unit.

So, 100 000 lbf  =  100 000 x 9.80665 N/kg x 0.45359237 kg/lb
                =  444 822 N  =  445 kN

      800 000 lbf  =  3 559 kN
    1 200 000 lbf  =  5 338 kN
So, as you write a new spec. round these up or down as you see fit.
