Do not say the US National Weather Service prefers hPa over kPa.
The Federal Aviation Administration made the call.  FAA did this
for safety.  The numbers for mbar and hPa are the same.
Given that aviation in the USA uses hPa, NWS uses the same unit 
for the general public.
