Thanks. Conversion factors are listed so this must mean that customary units
are controlled by government. It would be very odd if they were not
controlled somewhere.

A brief examination reveals differences between precision in FS376B and
Handbook 130. For example FS376B says an ounce is 28.34952 g whereas
Handbook 130 says it is 28.3495 g. Thus either FS376B is the superior source
(for at least that unit) or there is a third document that we don't know
about.
