It's not a building in the sense of the previous one,
but a tower with gardens.

Daniel Libeskind designed a 1,776-foot tower with public
gardens, a building that he called "a park standing vertically." He also put a
museum at the center of Ground Zero, which would be an entrance down into a
memorial space 70 feet below the surface.
