If you click on the plans, you will see they are in feet and inches.  These plans are for a renovation of the Royal Ontario Museum (ROM) in Toronto. 
 
Maybe once the notoriety dies down, you may wish to write to him personally, or someone else at his Berlin Studio and question them as to their unit policy.

The detail work and supervision of the construction of the extension of the Royal Ontario Museum is being done by Bregman + Hamann of Toronto. Paul Gogan of that firm is supervising the work. He told me that the plans of the ROM were drawn in the 1920s and were in feet and inches. To attempt to construct the extension in metres would have led to all sorts of confusions and complications.
Hence it was decided to draw the plans for the extension in feet and inches.

The plans submitted to the City of Toronto had to be metric, and Bregman + Hamann design any new buildings in metres.
