In SI, m is the symbol for meter, not for minute. Minute (a non-SI unit accepted for use with SI) is min. In any case, though, in ISO 8601 date format (not SI, but nonetheless an international standard), unit symbols are not even necessary. In context, "+05:30" is unambiguous and perfectly correct.
