Nice to glance the sites reflecting Day Light Schemes across the globe. It is obvious that for each country the need for DLS time is due to its 'vast span passing through several longitudes' as in Russia/ China or United States.
Although NE India observe DLS but has NO Official status since Indian Standard Time is taken +5h:30m ahead of Noon at GMT (while it is -6h:30m from Date line).
Need for IRAQ to observe DLS is because the *US forces do not want to CONFUSE* with synchronisation of the wrist watches with STANDARD instructions from their command post.
As far IRAQ itself I see NO NEED to resort to any change in DLS time. It is just a mode to confuse rest of the world, into which India is already a willing prey to go in (although NOT yet)for TWO time zones (Eastern & Western).
IRAQ shall be divided into *US Time and Saddam Hussain Time*!

This web site "World Time Clock" shows an anticipated change to DST for Iraq on April 1, that is from UTC/GMT + 3 to UTC/GMT + 4. I looked up Kuwait and Qatar but they have not had a history of using DST so the webmaster does not show its anticipated use in either place and presumably they will remain UTC/GMT + 3. I wonder if Iraq will actually make the change in the middle of the war. What will the Coalition military do? Will Kuwait and/or Qatar will then stay an hour behind Iraq. What will the Coalition miliitary command do? Will CNN know about it in advance? Stay tuned!
