It's evident that they're scared. All that this proposal will do is to allow metric-only labelling, not require it.
This way labels can be either metric/ifp or simply metric. The BWMA forum people know that this is all that the bill would require, but they're scared because it shows another sigificant movement toward US metrication. Rather than present the issue the way it really is, they've come up with a convoluted story that tries to scare people into thinking that they're being forced into using metric, because they know how the US public reacts when they believe that they're being forced by the government to do anything. If a manufacturer starts using metric only labels, and the consumers don't like it, they will let the manufacturer know this, either by not buying it or by writing to the manufacturer. Hopefully, the use of metric only labels will help make US consumers more accustomed to metric sizes. Stephen 1
