You thought you selected that. It came through as US ASCII.  (By the way,
the US in US ASCII is redundant, as the A already stands for American.
Microsoft should simply refer to it as ASCII.)

Same place: Tools>Options>Mail Format>International Options. There are two
selections there -- one for outgoing, one for unmarked incoming.

In Outlook Express 6, it's Tools>Options>Read>International Settings.
However, you can only choose to use your own outgoing default setting (or
leave incoming encoding as is).
