A3 is 420 mm x 297 mm; A4 is 297 mm x 210 mm.

Note that, although A and B series sizes are specified in millimeters, they have nothing specifically to do with SI. Rather, they are defined by an ISO standard -- ISO 216.
 
It's some time since I was there (1989), but I seem to remember some 8.5" x 11" paper in Venezuela. That could be true for other countries at the northern end of South America, where there is some U.S. influence.
