Neither.  You realize that such odd combinations of prefixes would make SI
look silly and confusing to the average citizen.  You turned me around on a
similar matter.  I used to argue that adopting the decimeter and centimeter
would speed US metrication (providing an inch substitute), but your
description of practical millimeter/meter-only usage in Australia in South
Africa (using millimeters in carpentry, plumbing, house wiring, and sewing
obviating the need for fractions or decimal expressions) has changed my
