note that, on the converted file I just sent (USMA: 27838), you should not try
to use the links generated from the bookmarks in the original PDF file. They
only work if you're working with the converted document in the page in which the
State of Massachusetts puts it on their site.
If you click on one of
the links in your email message window, you'll simply open up a browser window
and see an error message.
