But it is cheaper for someone paying euros. If the fee is set in dollars, then Han paying in euros, receives the equivalent of a 25 % discount. If he had paid the same fee 2 years ago, it would have been like a 20 % surcharge.
Maybe if he would wait another few months or even a year, he can save maybe 50 % or more. Sending cash in the mail is risky. Best to send a money order or even make a bank transfer, but there is a charge for that.
