Where did I see the recommendation to have the multiplier on the top?
I scanned the ISO standards that I have, without luck. Then I looked at
NIST Special Publication 811. I found:
"6.2.5 Use of multiple Prefixes
"In a derived unit formed by division, the uee of a prefix symbol (or
a prefix) in both the numerator *and* the denominator may cause
confusion. Thus, for example, 10 kV/mm is acceptable, but 10 MV/m
is often considered preferable because it contains only one prefix and
it is in the numerator."
