How do we now get from this... "proposal" to a piece of legislation that will be submitted to Congress?
According to the title page of the report, the forum was sponsored by "The United States Department of Commerce’s National Institute of Standards and Technology and the National Conference on Weights and Measures". As I understand it, that forum, which developed this proposal (or it's sponsoring agencies; NIST, NCWM and DOC) sends it to Congress as a formal proposal.
