First of all, we have a metric time unit and it has been used for over 100 years. It is called the second and is one of the seven base units.
The article doesn't seem to mention the second which is the only true metric time unit. It also says that all member countries are suppose to convert to their 10 h system by 2002. it is now 2004. What happened?
