No, John, I can't. I looked in the primary source of information, the BIPM document "The International System of Units (SI)" and can't find it there. (Although it would appear that they follow that recommendation since nowhere that I can find do they show the litre used with any prefixes.)
Perhaps it is in some other BIPM document, or perhaps it is a recommendation of other standards agencies. The fact that I can't find it where I thought it should be cast a shadow of doubt as to whether I am indeed correct. I am sure I have read this somewhere. If any one else can suggest where it might be, I'd appreciate hearing about it.
