I read this in the SI-Brochure, among other things, p. 131-132:
 
CGPM no 16, 1979:
"Considering that the name litre, although not included in SI, must be admitted for general use with the System."
 
Any statement in the brochure that advises against its use, only refers to high precision measurements.
I can not find any advice against the use of the litre with SI-prefixes.
