I mentioned this on another thread.

Some pubs do but unfortunately most don't.  From memory the Mr Q and
Wetherspoon chains do those.

One MP tried to make it law some time back, but he failed.
That's why this compromise was brought in to allow you to return the
pint to be brimmed.  And even that is semi-voluntary (I believe)

Of course this issue only happens with heady beers and ales (and, of
course, Guinness)

Last time I was in the UK all the pint glasses I saw had that little 
mark on it with a line showing where 1 pint was, leaving room for the
head.
