As I understand it, US label law requires the bottle to be filled to at
least the quantity stated in either unit.

I don't know about Canadian law. As I understand it, UK label law requires
the bottle to be filled to the metric quantity. The non-metric units are
merely 'supplementary'. So a mismatch between units on a UK label might not
be illegal. A successful prosecution might depend on whether the
supplementary declaration it is likely to mislead (a matter for other laws).

Pure speculation on my part.
