No, it's probably a concept known in the shipping world as "cubic
dimensional weight".  This is a way to collect a decent charge for a large,
but light, box, that would otherwise occupy room far out of proportion to
its size - and the charge is based on weight, so they wouldn't get much
revenue for it.

DHL is saying that if a box 1 meter on a side weighs (ok, masses) less than
167 kg, they will charge as if it weighed that amount (and more of course if
it's heavier).

Clearly an oxymoronic contradiction of terms; equating mass to volume 
as if they are the same thing.

It appears that they are using "167 kg" as a coded term that simply 
means 1 cubic metre. It surely would be easier just to call it 1 cubic 
metre.
