Actually, there are bases for "20 lb" etc. but they are deeply hidden in
history of the the paper business. Mostly, they seem to be based on a "ream"
or some other such measure.

In SI terms, the specification is a mass density; that is so many grams per 
square meter of paper.  But in English, it is just a weight.  Where is the 
area the weight is distributed over?  Is it 24 lb per square yard or square 
foot or inch or what?

Or does the pounds not relate to anything and are just trade sizes?
