They could have been accounting for the fact that most metric countries use the decimal rather than a comma as a delimiter , but the US uses the comma. If it were in consistent format for it would most likely read 3.048 m (10.000 feet) or 3,048 m (10,000 feet) depending on the target country. It is confusing to say the least.
