That's true. I haven't met every contractor in the country obviously. So yes I think if American workers wouldn't do SI then they could go outside the country but I'd also bet money that Congress or the state governments would be lobbied to pass a law prohibiting outsourcing federal or individual state jobs from being farmed out to other non US businesses in the interest of "national security" or "protecting American jobs" :).
It'd be nuts, especially if the other contractors agreed to do the work in SI for less money, but knowing our current Congress they'd pass that sort of law. If Congress devoted even half the energy it spent on catering to this interest of that interest we might have metrication accomplished already :).
