mandatory to voluntary.
Sen. Shelby seems to have been a backer of various bills to water down
the Metric Conversion Act of 1975 (by favoring soft conversion, "savings
in construction", etc.), but I believe responsibility for the TEA-21
grenade rests with his fellow Alabaman in the other chamber...
