Paul:
I do not see from this e-mail what Robert wants a newton scale on the
bathroom scale for, but, to my knowledge, all bathroom scale are intended
for people who want to know their mass. For that reason the scales display
the info in mass units.
Engineers who design bathroom scales take care of the "conversion" from
gravity force to mass by equipping the scale with a spring of the
appropriate rate (appropriate for the gravity acceleration of the location
where the scale is likely to be sold).
There is no manufacturer producing bathroom scales with a force unit on the
display.

Robert, I am taking the liberty of posting this question to the USMA
