Thanks Robert. I appreciate your help.

It seems that legislators and many in the general public have quite
different meanings for the words, 'metric conversion' and they use
completely opposite meanings.

The government uses 'metric conversion' to mean converting TO the metric
system while many in the public use 'metric conversion' to mean converting
FROM the metric system to old pre-metric measures.
