I assume you mean to distinguish between "metric conversion" and
"conversion to the metric system".
The words "metric conversion" appear in the title of US law the "Metric
Conversion Act of 1975 (PL 94-168)." The words also appear in the US
Code of Federal Regulations "Metric Conversion Policy for Federal
Agencies 15 CFR 1170" referenced in NIST Special Publication
811 1995 Edition; Guide for the Use of the International System of
Units (SI)" on page iii.
