Yes I was aware that it used to be that way - I just thought it strange that
there was serious thought of putting it *back* to that way, especially in
todays cars that can cruise at low revs doing 90 (mph). Most cars can
achieve 55 in first gear!

Surely that would be crippling. If they tried that here (UK) there'd be
riots in the street!!
You might not be aware, but it was already done at least once, already.
When Jimmy Carter was president the national maximum speed limit was
lowered to 55 mph, in an effort to reduce fuel consumption. It was
repealed
in 1995 when the Republican's achieved a majority in Congress.
