I recently updated a Wikipedia article to include metric and it was
pointed out that the NWS uses US customary for it's measures (so they
replaced metric first with US customary first).

The NWS has several feedback forms but a survey can be found on these
two pages (I'm not sure if the weather.gov and noaa.gov surveys go to
the same place or not, but it seems likely):

There are also more specific surveys if you click on the feedback link
from one of the local forecast pages (and I have filled one in pointing
out that it'd be really nice to have metric and as a government agency
they need to follow Executive Order 12770).
