It's mainly a question of whether it falls under the Fair Packaging and
Labeling Act, which requires the net quantity of contents to be stated in
both metric and non-metric units.

Retail sale of adhesives is considered to be covered by the FPLA, so that
label is probably not legal.

Among other things, the FPLA generally applies to the retail sale of
products for "use by individuals ... in the performance of services
ordinarily rendered within the household, and which usually is consumed or
expended in the course of such ... use," and the FTC considers adhesives to
fall under that definition. You can read the detailed definitions in the

The FTC regulations also include a list of examples of items that do and do
not fall into the FPLA's definition of "consumer commodities" in 16 CFR 503,
