Probably expressed that way because the exact size of any bulb can vary (the
bulbs grow, after all, and are not made).

It's 8 to 9 cm.  Centimeters are a standard for flower bulb sizes worldwide,
even here in the US.  The notation is, however, bizarre.

Did they mean "8 to 9 millimeters", or did they mean "eight ninths of a
centimeter", which is about 8.9 mm?
