Yes it is, Bill. I downloaded a free copy of the PDF from NIST several
months ago. After the 8th edition of the SI brochure came out last year,
Barry said that they would work on a new copy of SP 811 (and some other
documents) but he expected it to take some time. Based on what he told
Gene (reported here) it sounds like they are nearly done.
At an IEEE SCC 14 meeting a couple of years ago we gave Barry Taylor a
shopping list of changes that we wanted to see in the brochure. I'm
pleased that many of those made it into print. I now look forward to
seeing those in SP 811.
