I've noticed it on several lists and a few opt-in newsletters. In many cases, it's a consequence of composing messages in something other than the email client's message composition window. In the copy-and-paste process (whether explicit or implicit) some punctuation marks (e.g., typographical quotes) are miscoded. Bill _____

E-mail sent from the yahoo.com e-mail site often has strange characters, including a Euro symbol, where there would otherwise be quotation marks or apostrophes.
