NIST does indeed make the proposed amendment available, David, though it's not "hanging out on the front doorstep". Perhaps the information below can lead you to it.

The NIST Metric Program (MP) website is at

and there is a tab there for "Contact MP". This provides an email address you can use when writing to the MP
