NIST does indeed make the proposed amendment available, David, though
it's not "hanging out on the front doorstep". Perhaps the information
below can lead you to it.
The NIST Metric Program (MP) website is at
http://ts.nist.gov/WeightsAndMeasures/Metric/mpo_home.cfm
and there is a tab there for "Contact MP". This provides an email
address you can use when writing to the MP
[email protected]
At the top of the middle column on the MP page is one for "Package
Labeling Resources - Permissible Metric-Only Labeling Update"
http://ts.nist.gov/WeightsAndMeasures/Metric/Package-Labeling-Resources.cfm
The top item on this page is a "2007 Forum Report" and you can download
a PDF version of that report
http://ts.nist.gov/WeightsAndMeasures/Metric/upload/2007_Update_to_the_2005_Forum_Report.pdf
or a Word version.
The proposed amendment starts on page 18 of that PDF-formatted report.
That Update page lists a number of previous reports also and you may
wish to read them for a greater understanding of the work that was done
on this matter.

Does NIST have a copy of their legislation they've drafted available on
the internet somewhere? If there is a copy should we send one to our
congressmen or should we just send a letter/e-mail stating that NIST has
legislation?
