Yes Jim, and NIST is not likely to push the Amendment to the FPLA until a new 
Secretary of Commerce is confirmed, hopefully, one who is firmly in support of 
the Amendment.  The time is not yet ripe for a coordinated effort to persuade 
members of Congress to sponsor the Amendment.
