Unless the issue is brought to their attention and they see it as a major issue 
I doubt there is time to make the changes.

Thanks for the leads. I just read TA(2008)0596, updated 2009 Jan 9 (from your 
second URL). As you indicate, the proposed delay is still at the EP level and 
not at the EU State level.

Member States still have laws in place (developed over several decades) that 
enable rejection of products that are not documented in SI-only units after 
2010 Jan 1.

Please let us know if and when any EU State enacts a delay.
