Unless the issue is brought to their attention and they see it as a major issue I doubt there is time to make the changes.

Member States still have laws in place (developed over several decades) that enable rejection of products that are not documented in SI-only units after 2010 Jan 1. Please let us know if and when any EU State enacts a delay.
